No. We supply the artwork as PDFs, and a label printer prints and cuts the labels. Send them the PDF with bleed and the spec sheet, which states the size and the shape of the cut.

What does a label printer ask of the artwork?

The Packaging People ask for 2mm of colour past the cut, text at least 1.5mm inside it, type no smaller than 6pt and lines no finer than 0.2mm. Every label template is drawn to those figures, and the PDF carries 3mm of bleed, which covers the 2mm they ask for.
